Thank you for the suggestion. It's something I initially had planned, but discarded because I thought it wasn't possible. Turns out it is possible after all!
I've uploaded a preview version as "1.1.0pre01" (get it fromhttps://addons.mozilla.org/en-US/firefox/addon/notification-sound/versions/beta ) that plays the notification sound when a download finishes and Firefox is not focused.
