Added an experiment to test impression caps on on-page dialogs.
Fixed: The "An issue has caused your ABP settings to be reset to
default" warning could appear even though nothing had actually been
lost, on both new and existing installs. On Manifest V3, this also
covered the browser terminating the background service worker part
way through adding or updating filter lists — a genuine risk of
ending up with subscriptions missing or incomplete — which the
extension now guards against by keeping the service worker alive
while this is in progress.
Fixed: Chrome could log an unchecked runtime.lastError ("Cannot create
item with duplicate id block_element") after the background service
worker restarted, since the "block element" context menu item was still
registered from before the restart.
Fixed: The conflict-detection partner-extension ping could throw an
uncaught error on Chromium browsers when it reached a Firefox-only
extension ID in its list, which also silently skipped pinging every
extension listed after it.
