Decorate GitHub PR pages with code ownership information
Owner Labels:
- Hovering shows a drawer with the members of that team
- Clicking highlights that owner label in all file headers
- Green with a checkmark (✓): teams that have already approved
- Red with a star (★): teams that you're a member of
- Green with a star (☆): your teams that have approved
Does not require a GitHub access token

- Icons indicating role of comment authors (📄 PR author, 🛡️ code owner, 💡 other contributor)
