The Bureau of Unfinished Endings is an offline causal-strategy game about administering narrative pressure rather than choosing dialogue options. Every case begins with six characters whose power, guilt, suspicion, locations, and trust relationships form a visible evidence graph. The characters continue to act according to their own incentives as chapters advance.

The Bureau stores six dangerous ending patterns: Reunion, Coronation, Confession, Betrayal, Disappearance, and Last Survivor. Select an ending card and attach it to a character on the graph. The ending does not trigger a prewritten cutscene. It changes the pressures acting on that person: a Reunion pulls unresolved characters together; a Coronation converts influence into authority; a Betrayal attacks the strongest trust link; a Confession makes guilt seek a voice; a Disappearance removes someone without registering a death; and Last Survivor introduces an intentionally hazardous elimination demand.

Only three interventions may be filed in each case, every ending may be used once, and chapters continue to modify the network after a filing. The mandate may require a strict order of events, a surviving office holder, an unresolved relationship, a stable city, or a culprit who remains believed. The player must inspect the graph, time the filings, advance the case, and request an audit only when every condition is valid. The latest filing can be reversed before the case is closed.

The first release includes three complete dossiers with different casts, causal networks, deadlines, and mandates. Solved cases and best chapter counts are saved locally with localStorage. Everything runs inside the packaged add-on with no login, server, advertisements, analytics, purchases, remote assets, or network connection.
