WHY THE BROAD HOST PERMISSION?
QA teams test on many different internal and staging origins that can't be known in advance, so the content script is available everywhere, but tracking activates ONLY on origins you explicitly add to your Allowed URLs list. On every other page it checks the list, finds no match, and does nothing.
