Fixes 2 bugs:

1. Dory bug: When Firefox updated itself, Tab Tosser would open its onboarding page because it thought it was being installed for the first time. Now only opens onboard when new version of Tab Tosser is installed.

2. Jimmy Buffett bug: In some circumstances, Tab Tosser could get stuck in “vacation mode”. Now dutifully returns to tossing tabs after user returns from vacation and has had a few days to evaluate their tabs.
