HD Player is a very lightweight extension that forces YouTube's HTML5 and Flash players to play videos in full-HD or highest available quality. Exactly similar to what you can do from the gear icon beneath each player.

Notes:
As of version 0.3.1, it is possible to disable more than 30 FPS frame rates
