The "spoofer" is *only* for known problematic websites. The rules are visible here: https://github.com/M-Reimer/togglereferrer/blob/master/spoofing.js#L34 If you come across some website which does not work with Referrer disabled, then you may open an Issue here: https://github.com/M-Reimer/togglereferrer/issues describing which website this is.
The goal of the "spoofer" is not to spoof random Referrer values but to make websites work well even without a valid referrer. The idea is to spoof just as much referrer as needed to make the website happy.
