No content script is declared and nothing runs on a page. On a Jira or GitLab issue page, opening the popup reads that one tab's URL and title under activeTab to offer the issue as a time entry. The issue key and title reach our API only when the user presses "Use" or "Start". The single scripting call runs one function in a tracker tab, only on a detected issue page, to ask that tracker's own API for the issue title when the tab title does not carry it.
