Firefox normally restores inactive tabs as unloaded, even when they were loaded before shutdown. Restore Loaded Tabs remembers each tab's loaded or unloaded state and reapplies it after Firefox restarts.

Tabs that were loaded are reloaded. Tabs that were unloaded remain unloaded.

The extension requires Firefox's "Open previous windows and tabs" setting. It uses only the sessions permission, cannot read page contents, and does not collect or transmit data.
