Augments functionality of GitHub with:

1) Adds "@special" labels to issues to be used as work-flow tags
(See "?" icon above the new label input for more info)

2) Adds "#type" labels to issues to be used as quick grouping tags
(See "?" icon above the new label input for more info)

3) Adds a "New issue" button to the projects page
