Was driving me NUTS until I turned off all FF extensions and then back on, one by one, waiting 30 min's after turning one extension on until turning on the next extension. AS SOON as I turned on this one, BOOM, popup immediately appeared.
I have disable this extension.
I like what its supposed to do, but, this behavior is crazy.
When I went to the developer's website, turns out this extension is RUSSIAN and unless you click to let them "process your personal data" it will not allow you to give them feedback.

usually the pop-up that you have mentioned appears when you have made some changes in the settings and to let them be updated you should refresh all opened web-sites.
