Hitting CTRL+SPACE will make any window to be ALWAYS ON TOP. It is useful not only for video popup but also if I need Excel, terminal or anything to be always on my screen. Download here, no install needed:

I tried few add-ons that did not work at all before I found this one. This one works flawlessly, and the setting to chose pop-out video size makes it better than anything I tried so far. The only thing that can get better is the icon used, but this is nitpicking.
