Why was Display Quota created?
While working on a new large scale centralized mail system at the University Of Nantes (now 66 000 accounts) we decided that quotas were mandatory but users had to be aware of how far they were in their quota. Thunderbird 1.5 was our official MUA and it didn't have any visual quota progress bar. That's why Display Quota was born. 3 versions of Thunderbird later, Displaly Quota is still being used despite the fact Mozilla added a tiny useless quota progress bar to Thunderbird 2.0 and 3.0.
