It's true that some videos get locked from new segments being submitted. These are designed for videos that users often submit incorrect segments on (LTT videos get flooded with bad segments). Mods will/have submitted/verified all of the segments on the video if it is locked, and the video gets auto unlocked if the video changes (like the youtuber editing out a part of the video ect). Most of these angry reviews about segments being locked need to A) Refresh the pages to see updated segments. Or B) Read the guidelines.
