Translate words with Google by selecting them. Get a pop up translation. Can be set for user's own language by choosing the Google website for that country.

The CTRL-SHIFT option to open in a new tab only works properly if you first CTRL-6 to open in a new pop up window, then press CTRL-SHIFT-6 to get the new tab.

This extension allows a user to translate any word in any language they like by selecting it. It simply uses Google Translate and pops up a small panel giving you the translation. It can be set to use the Google of your country, so if you want the translation to appear in non-English you can do so. This would, for example, let a Chinese user select an English word and get the Chinese Google Translate webpage's translation.
It has an Options page where settings can be changed, from pop up panel size to Google country.
If you select a word with the mouse, right click it and choose Translate with Google you will get a pop up page with its translation. Instead if using the mouse you can also use CTRL+6 to get the pop up. If you then press CTRL-SHIFT+6 it will open the pop up page in a new tab for you. Double left clicking a word will select it, or triple left clicking will select the entire paragraph. Then send it for translation.
Click anywhere outside of the pop up panel to remove it after use.

It shows how to get Russian to English and English to Russian.
If you go to Google Translate and get it working the way you want with the language you need then please take note of how the URL changes in the browser address bar. This will tell you what URL to add for your language in the Options area as in the example below.
You can still easily make it automatically translate English text to Russian and Russian to English by changing the default URL in the Options area.
Go to Tools-Addons-Extensions and find this addon. Then click its Options button and change the default URL at "Google Translate URL Page" as below:

Please note when changing settings in the Options page the changes should take effect immediately. If however they don't, then after making the change please disable the addon and reenable it. This should make the changes awaken.
