Update to the Update Warning I discovered the obvious this morning: Selecting "Always open Cookie Quick Manager in new tab" in the options completely avoids the problem which I have since not tried to bother to reproduce and will not bother with in future.
Thank you Ysard for taking the time to provide more information in your timely response. I did read the info in the options window about uMatrix and as a result installed it earlier today. I am in the process of learning how to tweak it.
As for the details of the "endless loop", yes, they were something like that, but I no longer recall the exact details and have long since disposed of the profile. The profile was built from scratch to test Quantum 64.0 and some baseline extensions before committing to a profile build using the critical data files from my old, everyday Firefox 49.0.2 profile.
I will check out GitHub in the future once I get a Quantum profile up and running that I am happy with.

I am now committed to Quantum 64.0 and Cookie Quick Manager whether you implement the "delete all cookies" feature or not. Cookie Quick Manager is the ONLY add-on I can find that protects cookies, I have to have it. It is a necessity, period. Otherwise Quantum is nothing more than a useless hulk that I never much liked to begin with (hence my attachment to Firefox 49.0.2).
I truly hope and encourage you implement a "delete all cookies" button for reasons already given.
Since I am committed to Quantum and Cookie Quick Manager I am prepared to follow through and delete this review, give a new one and give a donation without the delete all feature.
I don't see anywhere to donate on this page. Put up something or a link to something and I will follow through.

1/5/09 UPDATE: WARNING! THIS ADD-0N HAS A FRUSTRATING DESIGN FLAW --
IF under Options > General the "Restore previous session" option is selected AND YOU INADVERTANTLY CLOSE THE BROWSER WITH THE "Manage all Cookies" WINDOW OPEN, the browser will henseforth be stuck in an endless loop of lauching to the "Manage All Cookies" window.
Problem solved (see above and developer's responce), the rest deleted as unnecessary ...

Today (1/4/2019) I finally decided to give up my death grip on my trusty and smooth working Firefox 49.0.2 installation largely because of this add-on, "Cookie Quick Manager." For all intents and purposes, it is conceptually and nearly functionally the same as the venerable but defunct "CookieKeeper"

It is indeed tiring to have to go through multiple actions to accomplish this task. Using an addon such as uMatrix which by default blocks cookies, I'm less interested myself by this feature because I essentially only have "useful" cookies in my browser. However, I commit to implement this feature in the next version.
- The presence of a bug that you encounter under the following conditions: - Option "Restore previous session" activated in the browser preferences, - Option "Always open Cookie Quick Manager in new tab" activated in the CQM preferences, - Opening the "Manage all cookies" tab of CQM, - Select or not the "Manage all cookies" tab of CQM, - Closing the browser, - Opening the browser, - Infinite loop.

Is this your test protocol?
I systematically use session restoration on my browser. However, neither of these 2 protocols allows me to reproduce your problem when restarting Firefox (tested on 64.0 & 65.0b7) :/ Each protocol ends with a correct restoration of the session and the tab or window "Manage all cookies".
Addons.mozilla is not very well adapted to the reporting of bugs of this type. I encourage you to create an issue on GitHub, the platform where I publish my code, and where users report problems they encounter, or the improvements they want to see.
This allows other users to view the discussions and perform tests on their own.
In addition, I encourage you to test your problem on a new Firefox profile. The migration to Quantum profoundly modifies many of the browser's features and it is not excluded that the problem you are experiencing is actually due to an older profile (in other words, it was an opportunity for me to clean up my profile, which was 10 years old).
EDIT 01/08/2019: Thank you for your review, The bug of the windowed mode remains quite mysterious.
In terms of donation there is currently only a Bitcoin address accessible from the addon (donation button). It is a cost-saving solution compared to crowfounding platforms, which can charge significant fees. I could add another cryptomoney such as Ethereum, or the Leetchi solidarity fundraising platform....
