To establish a new Dial group, utilize the bookmarks manager. You can add a new Dial by right-clicking an item in the context menu or the address bar. Deleting a bookmark via the bookmarks manager or the "star button" will also eliminate it from your dial. Certain settings can be accessed via the gear icon, and you can designate your preferred bookmark folder as the root for "Bookmarked Speed Dial."
